and Award With reference to the development of the community club in Case 2, answer the following questions:

(a) Recommend a suitable tendering method for the project, justify your choice of selection, and describe its procedures.

(b) Indicate the merits and demerits of your recommended tendering system for this project.

(c) Examine the following guidelines under the Price Quality Method that the
authority has to adopt when evaluating tenders.

(i) The recommended weighting used for evaluating the components of price,
productivity and quality.

(ii) How the quality attributes, and the quality score are determined.

(iii) The two-envelope system of tender submission.

(iv) The information that the client must clearly make known to bidders during
the tender stage.

(v) Identification of the classification of work heads and tendering limits under
the Contractors Registration System.
