Project Information
An autonomous University plans to build a new Convention Centre with the goal of earning the Zero Energy Building (ZEB) Award under its sustainable campus initiative.
To ensure sustainability, the Convention Centre will be built using eco-friendly materials such as mass engineered timber, incorporate energy and water efficiency features, and follow universal design principles.
Key sustainable features include a passive induction air-conditioning system, natural daylight, and water conservation measures.
The University is leveraging green technologies and innovative construction for this project, using Prefabricated Pre-finished Volumetric Construction (PPVC) to enhance speed and productivity. With an $80 million budget for the Convention Centre, it will use a Design & Build contract and procure the contractor via Selective Tendering.
You are to advise on tender document preparation, specification writing styles, and incorporating sustainable elements for this project.
Part A: Tender Documentation
1. Explain the purpose and the main content of the following tender documents for the Convention Centre project. You must also prepare a sample document for each listed item.

Part B: Specifications
2. Answer the following relating to specifications for the Convention Centre project.
(a) Identify the most suitable specification type for the project and compare it
with other types of specifications. Provide reasons to support your answer.

(b) Draft THREE (3) specification clauses for each of following:
• Sustainable construction materials
• Energy efficient features
• Smart technological adoption

(c) Explain the differences between general specification and technical
specification, including how they are used, their content and order of
arrangement.

Part C: Electronic and Sustainable Procurement
3. The University intends to adopt electronic processes and sustainable procurement strategies for this project.
(a) Discuss the advantages and difficulties in implementing electronic
procurement platforms to facilitate procurement processes, from sourcing to
the award of contractor. Include both the University’s and tenderers’
perspectives in your answer.

(b) Discuss the procurement strategies, from design through to operations, that consistently maintain sustainable features and systems. Examine how they meet the requirements of the “Zero Energy Building” (ZEB) award and ensure sustainable operations throughout the building’s life cycle.
