Question 1: Building Condition Survey
Your facility management company has successfully bided a tender for a full contract sum of S$30 million to manage and maintain a mixed-use development for a period of FIVE (5) years, with an option to renew for a further period of another FIVE (5) years. You are assigned to conduct a thorough building condition assessment of the buildings and take over the buildings from the incumbent facility management company.
For the purpose of this assignment you may conduct a condition assessment of the building at your workplace or any building that you are currently managing, e.g. medical centre, hospital, retail mall, office tower, school, data centre, industrial or residential building. The building must be at least FIVE (5) storeys high, including basements, if any.
You are required to prepare a building condition survey report, highlighting at least TEN (10) most common different building defects (with photographs), i.e. TWO (2) defects for each of the following main components of the building, and assess the severity of each defect based on an appropriate Code of Condition of Assessments:
• Concrete structures
• Hard finishes, e.g. ceramic/porcelain, vinyl, timber tiles, etc
• Doors
• Windows
• Roof
Your report should include a desktop study to examine and discuss the possible cause(s) of the defects; and design and recommend possible remedial solutions for the building owner to follow up with the term contractors.
You may adopt any of the following Codes of Condition of Assessments:
(a) Construction Quality Assessment System (CONQUAS) 2022.
(b) The Dutch Standards for Assessment of Buildings’ Condition (NEN2767).
(c) United Kingdom Housing Health and Safety Rating System (HHSRS) or
(d) Portuguese Method for Building Condition Assessment.
Your report should be presented in the following format:
1. Objective of Report
2. Building Brief/Information – (including façade)
3. Condition Assessment – (including rating & severity assessment)
4. Desktop Study(total at least 10 defects)
5. Conclusion, Recommendations and Limitations (60 marks)

Question 2: Building Envelope
(a) Refer to Question 1 above. Façade is an important physical barrier separating between the external and internal environment of a building. It acts as a barrier or resistance to air, water, heat, light and noise transfer. Base on the building that you have conducted the condition assessment survey, interpret and discuss the diagnosis of FOUR (4) common façade defects of the building. (8 marks)
(b) Formulate façade accessibility strategies for façade inspections and to carry out the appropriate repair or replacement of these defects. (12 marks)

Question 3: The 3M – Maintenance, Management, Mitigation
(a) Refer to Question 1. Based on the results of the condition assessment survey discuss FIVE (5) strategic objectives to monitor the performance of assets and make forwardlooking decisions to deliver the desired level of service to the customers. (5 marks)
(b) Interpret and examine the following maintenance concepts that you may consider optimizing the total asset life cycle:
• Business Continuity Plan Maintenance (BCM)
• Reliability Centred Maintenance (RCM)
• Total Productivity Maintenance (TPM) (9 marks)
(c) Taking into consideration the condition of the building you have surveyed formulate the maintenance management strategies to optimize the total asset life cycle. (6 marks)
